be careful. temperatures this afternoon. 65 degrees. partly cloudy in san francisco and lots of sunshine in san jose. and concord. and more on that coming up. and right now, though, let's check on the traffic with elizabeth. >> let's do. thank you, lawrence. out live to the san mateo bridge and bridge traffic looks great and the bridges arn the bay area move fine. an accident along the peninsula, northbound 101 through burlingame, and we will update you on that in a couple of minutes. in the meantime, back to you. >> guys, thanks much. 6:02 on this monday. the east bay this morning, a teenager is in the hospital with gunshot wounds, after a late night shooting that killed another young man. hunter hassen is in east palo alto where he is speaking with investigators and speaking with us now with more. >> reporter: good morning. east palo alto residents are dealing with the fifth fatal shooting in the past few weeks and that after the police have promised to crack down on crime. two latino men were shot last night, at a small shopping plaza, the call came in just after 10:00 p.m., and police arrived on the scene in the 1400

block of east bay shore avenue. a 19-year-old hispanic man was found dead from gunshot wounds. a second victim 18 years old was shot in the leg. now, he was taken to stanford, where he will be treated. he is suffering nonlife-threatening injuries and is expected to be okay. and so last night's shooting comes after several weeks of deadly violence. and this is the fifth deadly shooting in just eight weeks. and acting police captain jeff lou of east palo alto police department says they just launched their summer of violence reduction program, just last week, and they're hoping it will produce some results, but as of right now, in this case, no suspects have been identified. and no leads in this case as well. and they are still unsure if this shooting is linked to others. >> the detectives are working on that right now. and looking into it to see if that is the case. we don't know for sure right now. >> police say one big part of fighting these crimes is having the community step forward. and they set up some anonymous

tip lines. you can text any information you have to 1-650-409-6792. there is also a phone line. 1-888-murder-zero. and they say these tip lines have actually been working, later on today at 11:00 a.m. there is a press conference where they will be briefing the community on leads that they got from the community. they're also helping that people will come forward with any anonymous tips, in this case, as well. frank? >> they need some help. thank you, live in east palo alto. 6:04. two suspects are due in a los angeles courtroom this morning. facing charges that they have had bryan stow outside of dodgers stadium. and we have the latest from christie here in san francisco. good morning. >> reporter: good morning, to you, grace. luis sanchez and marvin norwood will appear in court in a few hours. both of the gentlemen have a history of domestic violence and now charged with the beating of bryan stow at that march 31 baseball game.

both gentlemen were arrested on thursday night. and charged on friday. and each with one count of mayhem, assault to produce great bodily injury and battery. additionally sanchez has been charged with misdemeanor battery for attacking two other san francisco fans at the stadium that night. documents that were released in court last week paint a pretty gruesome picture of what officials say that sanchez and norwood did to bryan stow. they claim that stow had his tongue cut and eye put out, and that he was slit on the nose, the ear, and the lip. now, stow has been making some strides toward recovery. over the past couple of months. but then he had a set back last week. and had to have emergency surgery. that was a seizure that he had that prompted that surgery. and since then, stow's sister says he has been showing some signs of progress. >> his kids came up there, with their mother, and he had reached out, reached his hand to touch their hand. it has been pretty amazing.

>> prior to sanchez and norwood's arrest, giovanni ramirez had been the primary suspect in the stow beating. officials have admitted that ramirez is innocent. but lapd is not apologizing for having insisted that he was the man who beat stow. lapd has veffed an proerd amount of resource -- invested an extraordinary amount of resources to try to find the attackers in the stow beating and now that they have two additional suspects they may be closer to resolving the case. in the meantime the two gentlemen are being held on half a million dollars bail. grace? >> thank you. in the meantime a court hearing has just been done with the man suspected of the attacks that killed 93 people in norway. anders breivik asked for an open hearing today to explain his reasons for the plas kerr but the judge sided with police and prosecutors that requested it would be closed to the public and media. no details of the hear having been released. a guard -- hear having been released. a guard at the courthouse says

everyone has left. breivik has confessed to friday's bombing in downtown oslo and for the shooting spree on the island. free fares for some muni riders who can't afford to pay for themselves. and it all starts today. church leaders came up with the idea, after a fatal shooting involving a muni passenger, and san francisco pd. the officers were on patrol that day, checking for fare jumpers on muni. today some of the church members will be on the muni platform, paying fares, for those who can't afford to. >> is this sending a wrong message that you can just get a free ride on muni. >> i don't think so. what would happen, it would reduce the tension. you know, right now, if you write a ticket for youth out there on that train, and you give them a ticket and you're a police officer, that is going to have hell break out. >> police say kenneth harding was killed by a shot he fired himself possibly by accident. 6:07. have you sensed kind aloha coming from lawrence today? >> can you feel that? >> i feel that. >> yes. a little rest and relaxation and

it was great, folks. on the island. but here, back on the mainland we have some low clouds and fog stretching onshore. and yes, it is thick this morning. thick enough that we're seeing some drizzle outside. so it is going to take some time to burn off. temperatures mainly in the 50s as you travel around the entire bay area. by the afternoon, we will find some temperatures in the 70s and 80s and below average for this time of the year inland. and 50s and 60s and a few 70s along the bay. the coastline, low clouds to continue with the temperatures down in the 50s and 60s. looks like tomorrow could be a little cooler but as we head to the middle of the week, high temperatures building up. and maybe 90s latter part of the week. >> i like it. sound good to me. thank you, lawrence. >> we're learning that the tow crews arrived on the scene of the accident burlingame northbound 101. there is some slowing in the northbound lanes as you pass the scene, and hopefully they will get it cleared quickly, but watch out for that. that is the one slow spot across the bay area right now.

augu welcome back. 6:12. congressional leaders are still working to find a way to raise the nation's debt limit. they are facing a deadline of august 2. republicans and democrats are putting together dueling plans. house speaker john boehner is expected to reveal a plan today that includes a short term extension with spending cuts. senate majority leader harry reed is working on his own proposal that will raise the debt ceiling by more than $2

trillion through 2012. house minority leader nancy pelosi wants an ethics investigation of an oregon congressman. democrat david wu is accused of making inappropriate sexual advances toward a young woman. a newspaper in portland reports that she is the daughter of a long-time campaign donor. wu is resisting calls to resign. he also says he doesn't want to bring unwanted attention to the woman or her family. time now is 6:13. a young man from richmond is among a group of teens attacked by a bear in alaska. it happened on saturday night as the group of seven was hiking near a park 120 miles north of anchorage part of an outdoor leadership program. two teens are hospitalized in serious condition. including a man from colorado whose parens are releaved the injuries are not life-threatening. >> i guess they were coming to a curve, and there was a sow bear, a mother bear with a cub and i

guess they just came across the bear, sort of startled it. he was in the back. and the kid that was up front, i think, was the one that may have gotten the worst of it. >> the teen from richmond, 18-year-old victor martin was treated for minor injuries at a hospital and released. one other hiker is hospitalized but he is in good condition. they were all taking part in a 30-day back country course conducted by the national outdoor leadership school. 6:14 now. another collapse in northern california. the close call for a teen whose head was buried for nearly two minutes. it may be the world's most expensive hot dog, $80 bucks. but there is special stuff in that hot dog. we will tell you coming up. traveling around the u.s. today, we have delays for incoming flights at sfo to about a half hour and as we head to the afternoon. a few clouds left over. 67 degrees. headed to the south, it will be hot again. into houston today, we're

that we are following out of new york. a live picture, they have just given the all clear at jfk airport. where the discovery of a suspicious package this morning briefly shut down the american airlines terminal. earlier, we heard that one of the affected flights was headed to sfo but we just checked with the airport and they say they don't expect any delayed flights. now, port authority says they shut down the terminal after someone who was bound for sfo, well, someone found an unattended bag in the terminal's business lounge and it belonged to an sfo passenger and it turns out the bag had almost nothing in it. >> safety first. 6:18. let's check the top stories on this monday. a shooting in east palo alto over the weekend has left one man dead and sent another to the hospital. police found the victims after officers were called to the 1400 block of east bay shore avenue. about 10:30 last night. so far, no word on any potential suspects or motive. arraignments this morning in l.a., for the two men arrested

last week for the attack on bryan stow. one of the two is also accused of attacking two other giants fans at dodgers stadium that very same night. an autopsy on amy winehouse could be done as early as today. the 27-year-old blues singer was found dead inside her london apartment on saturday. the death is being treated as, quote, unexplainable. all right. checking out your weather on this monday morning. headed outside. pretty gray out there around right now. over the bay. you've got low clouds extending well onshore. even into the valleys. and it is thick enough this morning that we're seeing some drizzle especially approaching the coastline. the rays -- the roadways may be a little slick. watch out for that. temperatures in the 50s an 60s. by the afternoon, we will find some temperatures. the temperatures running cooler than average this time of the year. 70s and 80s, and inside the bay, 60s and 70s. and 50s and 60s to the coastline with patchy fog. so we're staying below the

averages. the trough continues to camp out along the west coast. and probably will do so for the next couple of days. numbers in the central valley, hot in fresno, 98 degrees. 90 in yosemite. and 78 degrees in lake tahoe. around the bay area, 80s, about as warm as we get. 80 in los gatos. and 83 in morgan hill. 73 degrees and sunny in fremont. east bay temperatures up in the low 80s. well inland. you're looking at 80-degrees in livermore. a cooler 65 degrees in almeda and a little breezy toward the afternoon. patchy fog giving way to sunshine in the north bay. and 70s as you head well inland. and you will see 50s and 60s as you approach the coastline with patchy fog. next couple of days probably going to cool things down by tomorrow and high pressure begins to build in the bay area. temperatures start to warm up. and 90s toward thursday and friday. slight cooling toward the weekend. time for a traffic check with elizabeth. >> following an injury crash in berkeley. sounds like a motorcycle versus ladder. and we understand the rider is down in the lane. so westbound 80 approaching university avenue, that is where

this accident is. and paramedics are heading to the scene now. but we are seeing a backup behind it. and at last check, three lanes were blocked. again, this accident just reported. possibly a second accident in the area. once you get past university, then everything flows fine toward the exit. in the meantime in burlingame, northbound 101 approaching peninsula avenue, we also are following an accident there. and we took a call from lou, with the kcbs phone, and traffic is sluggish from the highway 92 interchange an the left lane is blocked. that is an accident that is reported for a good 20 minutes or so. if you're heading across the san mateo bridge and westbound looks great. and easier to see. fog was clouding our view for the start of the morning commute. bay bridge looks great. no metering lights yet. so pretty much no delay right now heading toward the pay gate. and our drive time down the east shore freeway continues to grow. and especially due to the

accident in berkeley, approaching university. so westbound 80 from the carquinez bridge to the maze, now clocking in around 24 minutes. remember kcbs our radio partners. and 6:22 now. a close call for a sacramento teenager. after a sand tunnel she was digging collapsed on top of her. the 17-year-old's head was buried for nearly two minutes until family members managed to get her free. she was revived. after a bystander performed cpr at doran beach on the sonoma county beach. and taken to the hospital saturday night and later released. somebody has been starting a whole lot of fires in los angeles. since last thursday morning, there has been as many as 18 fires set in north hollywood. and most of them have started as car fires. but some have spread to apartments or other buildings. and most of the fires have started in the early morning hours. no injuries have been reported. >> there is a lot of fire there

great britain. the daily telegraphic newspaper reports investigators believe middleton's phone was hacked as early as 2005. a private investigator for the news of the world may have been responsible and may have gained access to her bank records as well. developing news. sources tell the associated press that the nfl and players have reached a deal to end that lockout. the voting process will begin later today during a meeting of the nfl players association. owners approved a proposal last week that splits $9 billion in revenue. >> play some football, guys. bring it on. all right, a friendly atmosphere, minor league baseball is known to have a low price and that is great about it. >> with big promotions and here is the exception with the low prices. 80 bucks for that hot dog. being offered to fans of the boston rocks. that is a team in massachusetts, south of boston. the mcmullen dog itself is not nearly as big as the price.

shooting. this happened in east palo alto. unter hudson joins us from east bay shore avenue, where investigators are asking for the help from the public, aren't they? >> that's right. actually east palo alto police department, and just a few weeks ago, they announced the summer of violence reduction program which is supposed to crack down on violence, but last night's fatal shooting brings the number to five people dead, and just after the program was announced just a few weeks ago. and last night, two people were found shot, one fatally, as police arrived on the scene at a small shopping plaza, at the 1400 block of east bay shore avenue. and they found a 19-year-old hispanic male dead from gunshot wounds, and the other is an 18-year-old male, shot in the leg and he is okay. and is expected to survive. and the call came in just after 10:00 p.m. police don't know if last night's shooting is connected to the other fatalities but they haven't ruled 0 ut that possibility. and this is the fifth fatal shooting in just the past eight

weeks. police are trying to figure out what is behind the recent spike in violence. >> we have some ideas but nothing concrete at this moment. and nothing that we can definitely put our -- hang our hat on, if you will. but we're definitely continuing the investigation. we made great strides in a couple of the cases last week. and that's what we're going over at 11:00. >> now, what he is referring to is at 11 can a.m., east palo alto will have a news conference where they will be talking about leads they got from the community that has helped them in two cases. so grace, the program is actually really working. they set up an anonymous tip line where people can send in information. there is a text line. that number is 650-409-6792. and the phone line is 888-murder o. and they say the tip lines have been really helping. as i mentioned at 11:00 a.m., two cases will be announcing two

cases where the anonymous tips helped them with leads and hopefully more information on last night's shooting as well. thanks, in east palo alto. 6:36 now. richmond police are investigating the ninth murder this month. it happened around 10:00 saturday night. at 24th street in exchange place. and a 20-year-old man was dead at the scene when police arrived. 28-year-old man now hospitalized with serious injuries. and one of the victims may have had gang ties. but police do not believe the shooting was related to any ongoing gang war. some san francisco muni riders will get free fares and it starts today. african-american church leaders came up with the idea after a fatal shooting involving a muni passenger and sfpd. the officers on patrol that day checking for fare jumpers on muni. and today, some of the church members will be on the muni platforms, paying fares for those who can't afford to. 6:36 now. a little bit misty. a misty monday kind of weather. >> it's okay. i came from just the sauna that is the east coast.

>> heat. >> it feels pretty good, lawrence. >> no kidding. from the smoking hot temperatures to really the numbers running cooler than the average with low clouds and fog socked in at ocean beach. not a real beach day. drizzle on the coastline, too. so the roadways are wet along the highway 1. still it will begin to break up as we head throughout the morning hours and see sunshine in some of the valleys and toward the coastline and the fog will stay locked in there and that is going to keep you cool. the numbers right now in the 50s across the board. and by the afternoon, you will see some 70s and 80s inland and 60s and a few 70s inside the bay and 50s and 60s and patchy fog toward the coastline. more on the weather coming up. let's check traffic with elizabeth. >> thank you. we got major problems through berkeley. 80 westbound approaching university avenue. this accident is still blocking three left lanes. and i'm just checking now, it is jammed solid to at least san palo dam road. and there is actually a second accident in the backup near golden gate field. that is contributing to all of this slow traffic out there. and you can see our sensors are picking up a lot of red, meaning

speeds under 25 miles per hour. so once you get past university, then speeds improve. this is westbound 80 right here. in the commute direction. so you're at ashby to emeryville. then things look better. in fact at the bay bridge, they still have not turned the metering lights on and cruising into san francisco. but your drive times down the east shore freeway, pretty bad. 43 minutes now, on westbound 80 from the carquinez bridge, to the maze. and it is really causing a bottleneck, through berkeley. and mass transit if you want to use it. everything is on time. bart has at least 50 trains on schedule. trains one and three look good for ace. and everything else reporting no delays. that is traffic. back to you. >> 6:38 now. a court hearing has just ended for the man suspected of those two attacks that killed 93 people in norway. anders breivik asked to have an open hearing today so he could explain his reasons for the massacre. but today, the judge sided with police and prosecutors who had requested that it be closed to the public and media.

so far, no details as to what happened at the hearing. but a guard at the courthouse simply told a reporter, quote, everyone has left. breivik has confessed to friday's bombing in downtown oslo and that shooting spree at a camp on utoya island. 6:39 now. and it now appears that a high-tech heist in fremont was apparently an inside job. the armed robbery at unigen of fremont was the largest of its kind here in the bay area and matt bigler is in san jose with the very latest on what authorities are saying now. matt, good morning. >> reporter: good morning, frank. and yes, it was back in february that the unigen headquarters in fremont was hit with a pretty high profile brazen takeover style robbery. about 15 guys broke in through a back fence that cut through, and got into the business, and tied up some employees and made off with what we were told at the time were some high value computer components. and now, we're learning some new details about this case. the most interesting, as you

mentioned, this was apparently an inside job, according to officials, and 28-year-old pierre ra mos and 31-year-old lee nardo avriam were unigen employees and started working at the company just before the robbery. that is according to officials. the other interesting piece of information, the components that were stolen were valued at $37 million. they are identified as high powered memory chips and worth about $37 million. and we talked with the fremont police detective last week and they have said that high-tech companies have beefed up security in the wake of that incident. >> you know, unfortunately, the high-tech thefts and the robberies and stuff have kind of become a way of life in silicon valley. we've had several in fremont, and they have increased their security. >> now, on wednesday, several of those suspects will appear at a fremont courtroom to face numerous felony counts. six other suspects still remain at large. and authorities would like information to track them down.

good morning, folks. just getting up, headed outside, low clouds and fog just about everywhere you go. all the way in the east bay right now. and in the background, we've got mount diablo, covered in low clouds. and drizzle along the coastline. so it is a cool wet start in the bay area today. as we're seeing drizzle out to the beaches right now. low clouds extending well onshore. by the afternoon, we will bring some sunshine in. and temperatures cooler than normal. 70s and 80s inland. 70s to the santa clara valley and 50s and 60s toward the coast. below the average for today and probably tomorrow as the trough continues to hang out here. of course we have the big ridge,

with the record heat to the interior parts of the u.s. and staying cool to the west coast. how about the numbers, still hot in fresno. 98 degrees there. and 88 in sacramento. and about 90 in yosemite. and locally the temperatures are much cooler and 70s and some 80s as you make your way to parts of the south bay. and 50s and 60s to the immediate coast and warmer spots well inland. 82 in brentwood and 82 in antioch and 60s in berkeley and oakland and almeda, and north bay expecting sunshine by the afternoon. with patchy fog toward the coast and temperatures in the 70s inland and even 81 degrees in fairfield. and next couple of days, you may cool things down a little bit. but it looks like by wednesday and thursday, high pressure builds in compressing the marine layer. and warming temperatures with the 90s toward the latter part of the week. >> in the traffic department, my producer said westbound 0 approaching university avenue, all lanes cleared in the last couple of minutes so that is good news. three left lanes were blocked for a while. this was an accident, motorcycle

versus ladder. it will take a while for things to clear. we actually had a separate accident in the backup. it was right there approaching golden gate field. and then we had a stall approaching san pablo dam road. throw separate incidents coming down westbound 80. coming down the east shore freeway. causing a lot of slow traffic. and now, again, the biggest accident, the initial accident that was just cleared out of lanes, but check out of the drive times, westbound 80, almost 50 minutes now from the carquinez bridge to the maze. in fact such a bottleneck coming down the east shore freeway that they have not turned the metering lights on toward the bay bridge. to the toll plaza, no big backups and looks good across the upper deck heading to san francisco. we can show you what traffic looks like heading up the incline. no metering lights. smooth ride into san francisco. expect pretty bad delays unfortunately if you have to take the east shore freeway. mass transit might be a good option. bart has at least 50 trains all running on time. ace, muni, cal train, everything

else, on schedule. checking the drive coming out of the altamont pass. i have just seen some brake lights. usual stuff, back to work morning commute. and highway 4 not too bad. through antioch. that is your traffic. back to you. >> all right, elizabeth, thanks. stocks are sharply low ther morning, as early trading begins after the dow closed 1.5% higher last week and worries about the american debt cerealing are dragging down markets today. -- debt ceiling are dragging down markets today. down 13. and the markets just opened u.s. and overseas and we can only hope it gets better. the impasse continues in washington. house speaker john boehner plans to talk about that members with credit. and we have jill, editor at large at cbs money watch .com and where does this stand right mow? we have been hearing a lot about different plans? >> today, we know that the congressional leaders from both parties are developing competing

deficit reduction plans. but you know, really there is three options that are right on the table. number one is this grand bargain. that is what president obama was talking about with boehner, and that was a $4 trillion deal that included spending cuts and tax increases. the second plan is really what the two competing stories are going to really organize around. maybe making 1 to $2 trillion in spending cuts. probably delaying the details until after the 2012 election. and then just a third short-term state-based plan where congress would grant president obama the authority and probably let him take the blame for raising the debt ceiling. and everything is out there. no details. and kind of scary with just over a week to go. >> you say that the nfl apparently, they ended their lockout and of course have $9 billion on the table and season is right there, they don't want to lose money and why does it take politicians and college students, you got to wait until

the last minute to get it done. why not last week? >> i guess there is nothing like the pressure of a deadline to make you act. and frankly, there are two different issues that we're talking about. one is long term debt. remember that big gang of six proposal, and that really is looking at the long-term debt. and then there is the immediate debt ceiling problem. and i think that the august 2 deadline has really cat lized the larger debate. these are separate issues. the august 2 number, that is the real one right now. >> and we saw the numbers, jill. the dow way down this morning. is that because this hasn't happened yet, they haven't reached a deal? is that what is going on? >> yes, as a matter of fact, remember that mr. boehner only announced after the market closed on friday that he and president obama had broken off their talks and that meant when asian markets opened up last night we saw them down about .7% and stocks down about 1% this month and this is around uncertainty.

[ male announcer ] who's your car's best friend? gasoline that cleans. chevron with techron. care for your car. -vik) will be welcome back. 65 now. a judge in nor -- 6:55 now. a judge in norway has ruled that terror suspect anders breivik will be held in complete isolation for the next four weeks. the ruling followed a court hearing close to the public and closed to the media. breivik has admitted to friday's bombing in downdown oslo and a shooting spree at a camp on utoya island. according to the judge, breivik said during the hearing there are more cells in his organization. so far, no other suspects have been named. a shooting in east palo alto has left one young man dead and another wounded. officers were called to the 1400 block of east bay shore avenue, around 10:30 last night. and found the two men with gunshot wounds in a parking lot

there. and one pronounced dead at the scene and the other rushed to the hospital. that victim's wounds are not considered life-threatening. so far, no word of any potential suspects. or a motive. >> two suspects are due in a los angeles courtroom this morning. facing charges they attacked bryan stow outside of dodgers stadium. christie has new details about how brutal the attack on stow was. it is pretty hard to hear. >> reporter: pretty difficult to hear what happened. and sanchez and norwood, the men appearing in court later this afternoon have a history of domestic violence and they're the ones being charged with beating bryan stow at that march 31 game. the gentlemen were arrested on thursday and charged on friday. charged one count each with mayhem, assault to produce great bodily injury and battery. additionally, sanchez has been charged with misdemeanor battery for attacking two other san francisco fans at the stadium that night. those documents that you mentioned were released in court last week and painted a very gruesome picture of what

officials say these men did to stow. they claim that stow had his tongue cut, eye cut and slit on the ear, nose and lip. and snow had been making some -- stow had been making some strides toward recovery the last couple of months but a set back last week with another surgery because of seizure but his sister says there are positive signs of recovery reaching out for his keds when they entered the hospital room. >> officials say giovanni ramirez is innocent but not apologizing for holding him. >> and police have invested a lot of resources in finding the attackers in this case and hopefully finding these two suspects will get further along in closing the case. >> thank you. time now is 6:57. we're exchanging notes from our little vacations. >> the boys are back. >> you ate well in hawaii,
